The Feinberg Graduate School, the higher-education arm of the Weizmann Institute, accepts only graduate students to its programs. As opposed to most universities, it has a sort of inverted pyramid, with more PhD students than MSc students. The students attend on scholarships that enable them to give their full attention to their studies, and they are full partners in scientific research at the Institute.
